Composition of the Management Board:


Wojciech Smoliński – President of the Board

Born in Jelenia Góra, he has been active in the Lower Silesia region his whole life. He graduated from the University of Wrocław where he studied Administration and Marketing, and has since completed other postgraduate studies, among others, Real Estate Appraisal at Warsaw University of Technology, Understanding European Union at the Agricultural University of Wrocław as well as Investment Law at the University of Wrocław.

He gained vast working experience working at Local Government Centre – Foundation of Democracy Development between 1999 and 2001 and in the Agency for Restructuring and Modernization of Agriculture – Wrocław’s regional branch between 2002 and 2006. From 2013 to 2016 he was the President of the Board of INVEST-PARK DEVELOPMENT sp. z o.o., whose majority shareholder is Wałbrzych’s Special Economic Zone ‘INVEST-PARK’ sp. z o.o. In the years 2014-2016 he was also a member of the board in Kamiennogórska Special Economic Zone for Small and Medium Businesses S.A. where he learned all the aspects of the company managing the entirety of the Economic Zone. Afterward, he joined Arleg Regional Development Agency S.A. in Legnica as the Director of the team responsible for the Regional Operation Plan. From 2019 he was the Board Director of the Communal Water Service company in Bogatynia and in 2022 he became the President of the board of a Residential Partnership sp. z o.o. in Kamienna Góra. He has great competence in managing and a broad knowledge of the economy, property management, public procurement law, and investment process.


Krzysztof Hołub – Vice President of the Board

While he was born in Koszalin, he has been active in Dolny Śląsk for many years. He graduated from the University of Szczecin where he studied law at its Law and Administration department, and later MBA at Polish–American School of Business organized by Wrocław University of Technology and Central Connecticut State University New Britain, Connecticut, USA.

Since 2005 he has been a legal advisor in a legal advisor partnership and has since also been appointed Vice President of Koszalin in the years 2008-2010. He was teaching at the Faculty of Management and Economics at the University of Szczecin and between 2009 and 2011 he worked as an expert in creating spin-off and spin-out companies as well as in commercializing scientific research. He was the President of the board in WKS Śląsk Wrocław S.A. (2013 and 2016-2017) as well as the President of Wrocławski Park Wodny S.A. partnership – Aquapark Wrocław (2011-2019), where he managed to elevate it to the rank of the third best in Europe. In 2019 he became the Vice President of PFI FUTURE S.A., specialising in property investment and later President of TRUDO sp. z o.o., where he developed a group of companies in the construction and commercialization of office buildings. Krzysztof Hołub has completed a number of courses, including ‘Four pillars of manager’s proficiency’ Training – Management and Development, as well as Art of Efficient Business Meetings. He is a specialist in real estate trading and has had a great deal of success in HR, where he created effective teams, recruited talented staff and supplied them with operational programs. He is skilled at operating in a dynamic and demanding business environment.


Teodor Stępa – Vice President of the Board

EMBA postgraduate with extensive experience in company management, including state-owned ones. From the beginning, he worked at managerial positions in agricultural production cooperatives to later participate in local government activities. Between 1999 and 2002 he was a member of Śrem county’s board and during the 2002-2006 period, Śrem governor, which he later moved from to continue working in his own business. 2007-2012 was the period when he was the Vice President of Wielkopolska Agency of Enterprise Development Sp. z o.o. and the plenipotentiary of PARP in Warsaw, where he dealt in the introduction of the ‘Innovative Economy Operational Programme’ in Wielkopolska region. In 2019, after a short break, during which he was focusing on developing his own company, he returned to his previous position. He has finished a number of courses in building the team’s success, savoir-vivre in business and a course for members of partnerships managing Special Economic Zones. Between 2013 and 2016 he was the Vice President of the Special Economic Zone ‘INVEST-PARK’ Sp. z o.o. in Wałbrzych, thanks to which he has learned the company’s profile, its inner workings, and most importantly, its mission in Poland.
